The TCP Department through a notification issued has said that unless the requisite road infrastructure connecting the plot, on which development is proposed, is physically available at the site, no permission is to be grantedThe Town and Country Planning (TCP) Department through a notification issued has said that unless the requisite road infrastructure connecting the plot on which development is proposed is physically available at site, no permission be granted.

"The directions are hereby issued under Section 132 of the Goa Town and Country Planning Act, 1974 to all the authorities not to grant any permissions, and not to issue any license for construction or grant any permission for any property development unless there exists a road connecting the plot proposed for development, as is required in terms of Building Construction Regulations," the notification issued by principal secretary (TCP) Parimal Rai reads. The authorities have been directed to strictly comply with the rules.
The Government has come across large number of cases wherein permission for construction of buildings and development permissions have been granted on a proposed/imaginary/non-existent road. "This not only has led to inconvenience to public but is also hampering the developments from planning point of view," Rai said.
The recent case involves 80-room hotel project in Curtorim, which is coming up without 8-metre wide road accessibility to the project. The Legislative House saw uproar over the project with Congress legislator Alexio Reginaldo Lourenco demanding that the licence be revoked. Not just this, but several MLAs had raised the issue saying that licenses are granted without studying the feasibility of the area.
